Hi-Toms, City sign new lease agreement

Staff Writer Darrick Ignasiak - Thomasville City Council unanimously passed a 3-year lease agreement for the Hi-Toms of the Coastal Plain League to use City-owned Finch Field.
Worth $31,500 over three years, the contract allows the Hi-Toms to have year-round use of the stadium, office space and storage facilities. The contract also mandates the Hi-Toms will pay all utilities associated with their usage.
“Staff was pleased with this agreement [because] we have passed on much more responsibility to the Hi-Toms organization,” City Manager Kelly Craver said to the City Council. “[We are] making sure they are responsible for the entire cleanup after all the games, as well as taking care of all their supplies. We would be responsible for bringing equipment out and dragging the infield from time to time.”
Additionally, the city manager said the City of Thomasville will see little to no cost. Councilman Raleigh York Jr. made the motion to pass the item and fellow member Pat Harris Shelton seconded.
The 3-year lease agreement was needed because the current 2-year agreement expires on April 1. The Hi-Toms, 2006 and 2007 Coastal Plain League Champions, have been in the Chair City for a decade.
Under the contract, the Hi-Toms will be able to have exclusive use of the field facility during the Hi-Toms scheduled home season games, American Legion regular season home games, and the 23 dates for the Hi-Toms fall high school league games.
In other business:
• A Finch Field expansion project was approved by City Council.
• Under its consent agenda, City Council passed a City of Thomasville contract and purchasing policy, as well as a safety policy.
• Council approved changes to its Golf Advisory Committee, which will now be comprised of five at-large positions with staggered terms.
• Council approved an ordinance for Georgia Avenue to be a one-way street. The ordinance states that the avenue from the intersection of Liberty Drive, east to the intersection of Duke Street is one way on school days. During the morning hours from 7 to 8 a.m. and in the afternoon from 1:30 to 2:30 p.m. on school days, traffic will enter from Liberty Drive and exit toward Duke Street in an eastward direction.
• A letter of interest from Raleigh-based Wetherill Engineering to conduct an inspection of Valley Road Bridge was approved. The company will evaluate the bridge and submit repair recommendations to city officials.
• Council approved $39,448 of the Neighborhood Park Reserve Funds to be allocated towards projects at Kings Row and Fair Grove parks.
• Mayor Joe Bennett proclaimed March to be Red Cross month.
• In the public forum section, Lee Jessup, president of Davidson County’s United Way, thanked the City of Thomasville for its effort in contributing money toward the organization’s 2007 campaign.
